Re-Registration on Failover with new Dialog/Call-id

Testing the re-registration with failover feature with VVX400 on SIP 5.4.7. Any ideas how to configure the phone to send the re-register request to the secondary SBC with a new dialog. This would allow the local enterprise SIP Proxy to better manage the failover between the phone and the secondary sever.
