Factory Reset VVX400

I have a VVX400 that is stuck at Starting Application.   After awhile, it times out, reboots and tries again.  I cannot get to the screen to do a factory reset nor is it getting an IP Address to use the web interface.

Is there another way to do a factory reset on it?
