We have a V2IU 4350 and a HDX 7000 HD in headquarters and a number of HDX and VSX in the field at remote locations. This was set up a few years ago by someone else and I am trying to determine if we need a public IP address on the HDX at headquarters even though the V2IU gateway in at headquarters has an IP public IP address.

I don't think you need a public IP address for the HDX...

Just register the HDX to the Gatekeeper included in the VBP4350 and forward the calls to the VBP Public address to your HDX alias in the "VOIP ALG">>"H.323"

Correct, no need for the public IP on the HDX. Only the VBP requires this.
