MTR no boot

Hi,

I have an issue with MTR. It worked fine but after few hours, no screen on CG8. I tested with another screen connected on HDMI port but "no signal" message.  Power off and on, same issue. MTR stays with orange led flashing. Disk led no actif.
But I would like if there is a procedure to reinstall the operating system with teams layer.

The MTR is DELL OptiPlex 7080 XE Micro

What steps should be followed if the MTR PC powers up, but the boot process does not complete?
