Web server Lync signout disabled when simplifiedSignIn=0

Skype for Business 2015

As the title says, Lync signout is greyed out on the web server when simplifiedSignIn=0. Is this how it should normally act or is something conflicting in the config file? The manual doesn't mention anything about this command affecting the web server.
