For some reason my phone is stuck at Authentication in Progress while doing Web Sign-in. I have tried multiple steps including resetting the date/time and to factory settings. NTP test keeps failing so I'm not sure what I'm missing. I have attached the logs.

Welcome to the Poly Community. This post was stuck in the spam filter and had to be manually released by one of us volunteers.
I am pretty sure Microsoft does not support UC Software 6.4.x so downgrade to 6.3.0 or 6.3.1 and try again.
I can see the logs are full of:
