Is there anyway for us to call external users without us having to buy the Polycom Video Border Proxy (VBP)? Thanks

As your Polycom RMX device will be on Local LAN per my understanding of the subject. You will require VBP Box for in/out calling external participants. You have two options wither VBP ST  or VBP E Box

D,

The VBP series was design to overcome the limitations of most traditional firewalls in the respect of their behavior to H323 protocols. If your existing firewall is capable in handling the H323 traffic correctly, then there is no need to purchase additional products. Check with your firewall vendor to see if you are able to use special H323 rules in your firewall. For example, Cisco calls these H323/H225 fixup protocols.

The best way is NAT with your system if you do not have a buget to buy a hardware, just open a firewall port as per recomanded by the endpoint maker. Regards Yash Pal
