1.Updated and installed: DirectX, NET framework, Microsoft Visual C ++, Microsoft XNA Framework
2. Checked the file name, there are no Russian Cyrillic letters after installation

PVX was discontinued and was no longer available for purchase. Support was no longer available for this product since back 1/6/2014.
PVX was superseded by m100 which in itself is also no longer available and replace by RPD.
I suggest you look into replacing the ancient infrastructure being used.
